1996 Isuzu Hombre when pressing the gas
and running it will only go up to 2000 RPMs
no higher even if you put the pedal to the
floor

How long since you had a service? there is a chance it could be a clogged catalytic converter- with the engine running, put your hand behind the tail pipe (hold your breath) there should be a good strong flow coming out of the tailpipe
