Are the Tire Pressure Monitors mounted in the stock steel wheels
permenently mounted, or can they be used on new custom wheels I might
want to buy?

You can reuse your original sensors by moving them from your old wheels to your new wheels, although it is highly recommended that you order a TPMS replacement hardware kit that includes new seals for your original TPMS sensors - See more at: http://blog.tirerack.com/blog/selecting-the-correct-tire- for-your-needs/tire-pressure-monitoring-systems-on-after- market-wheels#sthash.7yz6QX1I.dpuf
