Getting 12 volts on egr plug then drops to .010 volts when pluged into egr unit

and is the diaphragm actuated?...in other words the power expended has to be doing something...it is supposed to affect a change to the valve that diverts exhaust gas into the intake plenum~ isn't it doing this?
