1999 trooper the blinkers, brake lights, headlights all went out and vehicle wont idle

I was driving and all my lights quit. when I got home and tried to restart it, the vehicle wont idle.

ok the lights and the idle speed are not related the light problem might be a relay but the wont idle problem might be an air filter clog check those and get back
