I'm a Maryland resident looking to purchase a new car. Would it be possible for me to make the purchase in Delaware, since there are no sales taxes in that State?

You can purchase any car in any state. No matter where you purchase it, you will have to pay your state and local taxes. If you finance, the dealership will collect them on your behalf and disperse them. Should you pay cash, you will pay tax when you register the car in your state.
