Why does my brand new starter gear not engage?

I have recently purchased a new starter for my 2000 Isuzu Trooper online from what
seems a reputable source. Upon installation we found that the gear that would connect to
the flex plate does not retract on it's own. When we pulled it with a vice grip, it came out
as it should, and as the old starter did. In the car, it made spinning sounds but no
connection. It's a brand new starter, connected to a brand new battery. What is the
problem here?

It's defective. If you have an Advanced Auto Parts Store near you Google coupons for them and save time and money.
