Take a test light and touch it to each side of each fuse. Since the Brake lights are an uninterrupted circuit, you won't need the key on. Whichever fuse lights on one side and does not light on the other is blown. Check the wires at the brake light switch - they often brake internally right at the switch connector. You can back-probe the switch and watch the light as you press the pedal.
