Kia Niro Covers for Oil Filter and Oil Plug

2017 Kia NIRO - We just
discovered the external covers
that are supposed to be over the
oil filter and oil plug were never
put back on.(assuming they were
there to begin with)  Are these
necessary and could this have
anything to do with our recent
mpg going down drastically.  I
would think they are there for a
reason but would like to hear it
from a pro.   Thanks.

Yes the dealer. Had the vehicle back several times to diagnose major mpg decrease after the first oil chg. A friend mechanic discovered them missing. Going back to dealer. Thanks for your help.
