Why does my ac compressor only engage when the radiator cooling fans come on?

The ac pressure &
refrigerant are full when
reading gage.

That is what they are supposed to do they come on because need more air flow across the fins for the radiator and A/C condenser coil.

It should be the opposite around. AC compressor turns on the cooling radiator fan. Not the opposite.
