Recently bought a 2016 Jeep Grand Cherokee Laredo 4x4 with electronic
stop-start (ESS) technology. When idle at a stop light, the air conditioning
stops blowing cold air until I start back up again. Is this normal? Is A/C chiller
tied to the engine running?

No that is not normal my wife's vehicle was doing the same thing and it is a 2014 Nissan Rogue it came with a warranty but they were trying to say that was normal being a mechanic myself I suggest a bad expansion valve to them but of course they did not what to hear that so I changed out the expansion valve myself and that took care of the problem.
The A/C compressor does indeed shut down when the engine stops. Depending on the temperature and time there may or may not be enough residual cooling. When the temperature rises a preset amount, the ESS system is supposed to automatically restart the engine, but this rise is enough for most people to notice.
