1994 Silverado front brakes locking up

After driving for a short time both front brakes on
my 1994 Silverado start to stick and eventually will
lock up. Opening the bleeder valve on one side will
release both front brakes. Releasing it on the
bottom of the proportioning valve will release them
as well. Calipers and pads have been replaced and
rotors have been turned. System has been flushed
multiple times and all flex/rubber hoses up to the
caliper have been replaced as well. Backstory: The
truck sat a long time with contaminated fluid. I need
to figure out if it’s the master cylinder, proportioning
value, or booster because I’m not sure.
