CO's are to high on 1984 Ford LTD 5l to pass smog

this car has failed smog 3 times for gross polluting. 2000.00 worth of repairs
done and now the CO's are too high? anyone know what might cause this????

Carbon monoxide is due to incomplete combustion. If it is running too rich this could be the cause or perhaps the air injection (smog pump) is not working. What repairs did you have done?
