Could need a tuneup, carburetor rebuild or maybe the choke is out of adjustment.

Carb has been rebuilt but it has an electric choke that's getting power... All the basics seem to be covered?????????????????

Make sure the choke is fully closed when the engine is cold. It may need adjustment.
