how do you test a block heater on a 2003 ford diesel 6.0

If you have a volt/ ohm meter, you can set it io resistance (Ohms) with the tone. Attach a probe to each blade on the plug in the lower grill area in the bumper. If you have tone it's good. No tome indicated a short (or open) in the wire of element. I know on mine when I plug it in I can hear the "arc" in the plug that comes from plugging in an "always on" load making contact with a power source
