Have they ever worked? Is a fuse blown? Is the switch on the dome light in the correct position?

Also check your dash lights dimmer thumb wheel switch. Some autos turn the interior lights off when the dimmer is moved to one end point.

I found the answer on my 2003. It just so happened that my fog lights were also out, as well as the right side marker light. After checking fuses 21, 25, and 28, all 3 of which have Instrument Cluster in their descriptions, and finding nothing wrong, I decided to check fuse 26, which is the Fog Lamp fuse. Lo and behold, it was blown. I replaced it with a spare 10A fuse and viola! The dash lights were back on, fog lamps, and the right side marker lamp. How about that!?
