ac stops, thermostat goes up when driving 40mpg or less - 2003 elantra

My ac stops and thermostat goes up when car is driving slow on my 2003
elantra. Once I get about 40mpg the ac works again and temp goes down
within a matter of seconds. I also have a p0113 check engine code. Does
anyone know what may be causing this? Coolant levels are good, I have a
relatively new radiator.
