I have a 05 pontiac montana got sway bars fixed
for a vibration but it didn't fix could the breaks be
causing this if there hanging up

Sway bars are probably not going to cause a vibration. Perhaps it is the brakes if this only happens when braking.

It seems like there not releasing fully but sway bars were just flopping around

If the sway bars were hanging, I would have the other suspension components checked for wear. Like the ball joints and tie rod ends. If you think the brakes are truly hanging up, I would look into replacing the brake rubber line to the caliper and re bleeding the system.

A shop checked everything else when they changed the sway bars but I don't think they checked the brakes
