1990 honda will not start

1990 honda accord will not fire and fuel pump not running i have put a new fuel pump in  it will run until
i hot wire it

Does your dash lights come on when you turn key to the on position that is not trying to start it.

You may have a bad harness connection to fuel pump the only way to test that is with a test light.
