My vehicle sometimes doesn't start but a few
minutes later it starts.  I'm assuming I have a
shortage in the wiring.  In the attached picture I am
holding the loose wire and I am wondering what
this wire is; maybe it could be my short.

kinda looks like a ground. You might get lucky and find a paint impression in the fender or firewall where it may have been attached.
