What causes a car for the RPMs to race when driving at a constant speed

No codes shown, I've plugged an expensive OBD
in.  My car RPMs race and the car will surge usually
driving 35-40 miles per hour.   Has happened
several times in the last 2 months, but since it
doesn't code it cant be fixed unless the problem
duplicates for the dealership.    Is this an easy fix or
a trade in?
Car has 88,000 miles on it and has only done this
since my last oil change about 6000 miles ago ,  
getting ready to.bring to Hyundai for evaluation
since I'm close to warranty expiration.

Define "race". What is the engine speed? Take it to the dealer since you have a warranty!!!!

Usually driving between 30-40, the RPM go vroooom and the car loses acceleration then catches and drives normally.

My faith with the dealership is a little shaky. My traction control lights were coming on and since they couldn't replicate they couldn't fix it. They fixed it when my car locked up at 55 miles per hour.

throttle position sensor, vehicle speed sensor, computer can't get a fix on what rpm should be for speed, keep hammering on the dealer since your close to warranty expiry.

Vroom then catches? I think your transmission may be at fault. Check the fluid level and take it to a transmission shop.
