Help! Car won't start! Making a whining noise.

I have a 1996 Honda Accord. I was driving, and the car suddenly stopped accelerating. I
made it just in time into the parking lot, and then it shut off. When I tried to turn it on, it
would make a turnover noise, but then that was it. When I tried to turn it on again, it did
nothing. Then the last time it made a whining noise, (you know like an empty blender
noise.) The radio and lights all still come on, but thats it.
