Ford Anti-Thief System kicked on and won't let the fuel get to the engine, a 7.3 L 2000 diesel Excursion. The batteries are new as is the alternator, with clean post connections.

I had a low voltage problem which ran the batteries down, and that is fixed
with hot, new batteries. The charging system was fine, a battery terminal
was found loose.
now when I turn the key to cycle the glow plugs, the theft light flashes fast.
Turning the engine produces no fuel vapor, and there is a no start. I have
the original keys, and cycled both through the key cylinder as to accept a
new key and the truck started. I shut it off, after driving and there is no re-
start. I re-tried cycling the keys again with no joy.
It is a long way and several hundred bucks for a wrecker to the nearest
dealership, so I'm looking to try all things myself where it sits.
Can I install a new security ring reader around the ignition/key cylinder and
cycle the keys to start? I did have the key reader replaced 10 years ago
when the fast light flashing first occured.
