Driver's window won't roll down on 2000 Ford Escort zx2; what do I do? Is there a fuse I should check? What about a relay? Motor? How do I take the door panel off?

Well, not really. We seem to be on a weather roller coaster between 20 degrees and 70 degrees, but usually it is on the cooler side during the winter months.

Ok just starting out with an easy question. If it was cold and snowy the windows can freeze shut and only warming the car up in a garage will thaw them out. You don't have that problem. Start with the wires in the rubber boot between the door and the body. Pull the rubber boot away from the door and see if any of the wires are pinched, kinked or broken. Do the same from the body side as well. With the age of your car its a very good possibility a wire can be bad there. If not its probably the switch, regulator or motor.
