My brake lights stay on and battery is not dead??

I took my fuses out til i found the right one and they went off.  I noticed that my fuses are messed up.  20's in 10's.  15's in 20's.  I don't understand it.  Nothing has ever been wrong before with this.  My question is does it have to be accurate with the fuses numbered correctly?  This whole issue has now drained out my battery.

why didnt you just look at the fuse panel to see which fuse was for the brake lights? would have saved yourself a lot of time. also did you buy this car used??
