My car feels like its holding back my engine

I have 98 honda civic lx with about 71-72k on the dash the engine was swapped by the previous
owner and im told it had about  64k on it when it was swapped with the car having about 68k on
the dash. Now my question is for some reason the car sounds like it has a stuffy nose when i step on
the gas and it feels like the car is holding the engine back. I rev up to 4 to 6k rpm before it hits 30
mph and thats just stepping lightly on the gas when the light changes, is that normal? Sometimes the
car even does little burnouts that I don't do on purpose

the EGR valve is sticking...what this evil little device is make your car smell it's own exhaust 'pon deceleration....that's the idea. then to shunt over to normal deflecting air/fuel mix instead...right. well this mechanism is constantly exposed to exhaust gasses and gets buggerd up and it's akin to a "dutch oven" which makes it difficult to breathe- the vacuum line that activates the EGR valve could be rotten and leaking, therefore the poopy scented goodness isn't held back, but the combustion has to breathe it's own once again...this has gotta slow you down but good...like a snuffy nose as you put it (elequent...poetic)...smart guy~

something cheaper, and I just thought of it is the PCV valve located between the valve cover and the intake plenum...supposed to be a one-way greasy-ass street, but also gets buggered up with crap and does not do it's job anymore. these are cheap...like seven bucks or so.
