I have a Honda Accord LX from 1998. It have a breaks problem. Almost no breaks. It breaks with big delay with pedal pressed hard all the way. It has no leaks in the system, good pads.

What it might be ? Proportioning valve ? Master cylinder ? Power breaks booster ? It is not equipped with ABS. Thank You  for any ideas.

I would start by checking the brake fluid level and the rotors and pads. Make sure the pads are not contaminated with oil or grease. Next you may want to bleed the system to get rid of air.
