I have a 1999Honda Civic Ex and while my car is off, the fuel pump comes on periodically. What could be causing this?

It makes a pretty loud whining noise and you can hear it from pretty far distance away from the car.

That pump should be on an ignition circuit so it's hot with the key on. It could be wired wrong. Pull the fuse when you park until it gets corrected.

So does that mean that at times the fuel pump is getting power even though the car is off? It comes on about every 15-20 mins.
