Tachometer and heat on my feet while driving

Every time I drive my car and finally put it in park I have to
turn my car off because my car sounds like I'm pressing on
the gas and my tachometer  goes up and down.. and
sometimes while I'm driving the feet area on the driver side
gets warm out of no where. Can someone help me please?

If this only happens in idle, it may be a bad idle air control system. You should check and see if car is setting an OBD code. (auto parts stores will check for you for free, or take it to a shop). Most of the time high idle from the idle air control is due to leaking vacuum, from and number of sources: EGR valve, PCV valve, leaking air intake after the throttle body, damaged/failed/dirty throttle body, or failed IAC or IAC circuit.
