1999 Honda Accord Lx starting Issue

I ha e a 99 Honda Accord LX. It doesn't start from
time to time. It has cut off on me at a stop light. If I
sit in the car with the key turned to on and wait a
fea but some times several minutes and it I'll hear
a click noise coming from I believe is the dash..
After that click it will start right up

It sounds as its the fuel pump, when you turn the key to the start position you are letting the pump pressurizing the system which indicates that you may have a weak pump
