Why is my brake drum tight after installation?

I wanted to replace my rear brakes with new brake shoes and new brake
drums. But I cant install the new brake drum. So I opted to put the old shoes
back on (since they still have some thickness) and just replace the drums.
After much difficulty I was able to get the brake drum on but now the brake
drum is too tight even when the star wheel is all the way in. The brake drum
turns but it takes some serious effort. What else could I do to make the brake
drum turn a bit more freely? Thanks

Check and make sure the emergency brake is not applied if you put the emergency brake on before jacking up vehicle drum will not go on until emergency brake is released.
