Shifter Moves but stuck in Drive

I have a 2001 Honda Accord LX and my
car is stuck in D3. The shifter itself just
moves through the gears without catching.
The cable itself was fixed but it still won't
catch.

When you say "cable was fixed", do you mean it was replaced or do you mean it was attached where it should be at both ends? If the lever is moving but the transmission is "stuck" in park or otherwise not changing, there is most definitely something broken or disconnected at A) one of the 2 cable ends, or B) at the base of the selection lever or C) inside the transmission case at the base of the gear selector mechanism.

Or shift solenoid try cleaning them out. Is d3 flashing and cel on?
