2002 Honda Civic won't start after sitting for a few months.

My 2002 Honda Civic had to sit unstarted for several months (long story). I attempted to start it yesterday and got nothing, no sounds and no lights.  I took the battery in and had it tested.  They charged it up full and I replaced in the car.  Still won't even try to start.  No clicks, dashboard lights, or radio.  The only thing that lights up is the break lights when I touch the breaks.  

At this point I am not sure how to proceed.  I don't want to pay for a tow until I have tried what I can on my end.
