My 2002 Honda accord makes a whining noise with steering wheel on starting

Why does my Acccord make a whining noise upon starting if I turn the steering wheel?  It
stops after I start moving and it warms up.

Check the power steering fluid level, it may be low or the belt may be loose.

It could be a partially clogged strainer in the fluid reservoir or line.
