97 civic won't start

I have a 97 civic EX with a b18b1 motor swap in it. I have replaced the starter, battery,
ignition switch and turn key, main relay, a/c clutch relay,starter relay, and clutch
safety switch. Turn headlights on, try to start it, no dimming of headlights. Put a test
light on the negative terminal then to the spade connector the goes to the starter and
I'm not getting any power to the connector. Anyone know where that wire leads to, or
connects to? I can jump a wire from the terminal connection on the starter to the
positive side on the battery and the car starts no problem and runs without issues. Any
suggestions, thanks in advance for the responses.
