Won't start with out help from ether

Question type: Maintenance & Repair

Car cranks has spark but not getting enough fuel for start up. With a little shot
of ether the car starts and then runs fine. When turned off it will not start again
without some help from fuel or ether. Is there a mechanism that would control
this?  Started after replacing ignition switch.
Fuse 18 is good only on when cranking, fuel pump runs before start up, spark
is good. Like I said it runs great once started but won't start once shut off.
