2004 Honda accord lx. Low voltage, difficult to start infrequently

Question type: Maintenance & Repair

2004 Honda accord lx low voltage turn over,
replaced starter (assuming a dead spot), now
alternator isn't sending a charge to battery.
Replaced LT warranty alternator. Still can't get
alternator to charge battery.. What is going on?
Battery, alternator, starter all tested with
appropriate voltage output prior to replacing
starter.

All fuses and ground have been checked and are fine. The new alternator is putting out 11.97v, so for some reason the alternator is not being told to charge the battery. Now we're suspecting a computer module has gone bad. Anyone have experience with these symptoms?

Today the repair shop called and said they find duct tape on the ecu module wiring. We're the original owners. Why would anyone be messing with the wires in this area? Airbags were replaced with the huge airbag recall
