No crank no start

2001 dodge neon  my brother lost the keys and
replaced the ignition cylinder and new key now it
won’t start

Really? The keys have rfid chips in them and the vehicles ECU has to be reprogrammed to recognize the new keys. The local Dodge dealership or a competent locksmith is where you need to go.
