Follow up to 1992 Jimmy 4 wheel

Manual vacuum drive 4 wheel drive...
ok, apparently the vacuum is sucking on car(pun). sO HERE IS WHAT I
DID....
-lifted front of car
-Manually pulled actuator cable
-Had car idling in neutral
-Shifted to 4 wheel
-When I spun one wheel, the other went in reverse...is that proper(i assume
so)
-lights finally go back on, apparently the vaccuum switch on top on transfer
case is bad(but not related to question here)

QUESTION(which will probably solve the problem):
When i spin the wheels, is the front drive shaft(car is in neutral) supposed
to spin with wheels, i also put car in drive(WHEELS CHUCKED) and idles
and again the front wheels spin, should the fact that the car is in drive stop
the front wheels from spinning.
OR
the front drive shaft is free moving like that until the car starts to move nad I
need to get all 4 wheels in the air for a proper test.

If the front axle actuator is engaged then turning the front driveshaft will spin one or both wheels. When the trans in park and the front axle engaged and you spin one wheel the other should spin opposite of it. With the trans in neutral when you spin one wheel it should spin the driveshaft. With the back wheels on the ground, front in the air, and in 4x4 the front driveshaft should not spin if you try to by hand. It will be free when in 2wd. If it's free spinning while in 4x4 then your transfer case isn't working properly.
