Heater takes 15 Or more minutes to produce any heat in cold weather.
Can this be helped?

Don't know what you call cold but it is normal for any car to take a few minutes to warm up. It depends on factors such as ideling in the driveway; 20-30 mph stop and go in the city or speed on the freeways. 10-15 minutes would be normal.
