Does the radiator cooling fan only come on if the car is running hot?

I have a 2001 ford focus that is at about 126,000 miles. I drove for about 30-45 minutes
across town and sat in a parking lot for about two minutes when the plastic connector
piece above the radiator cracked and spewed all of my coolant everywhere.  I replaced
the plastic piece but noticed what I assume is the radiator cooling fan wasn't rotating.
Does it only rotate if it's heating up too much? Is it important that the replacement
plastic piece that I just put in is hot to the touch when I run my car? (like really hot -
could burn you if you touched longer than a sec).

Yes the fans should have come on. First look at the fan fuse/relay. Then check and see if they spin freely. Sooner or later they will seeeze up. My guess is that the reason why you over heated is because of the fans not working properly.

A quick check of the fans would be to turn on the Air Conditioning. The fans always come on with the AC.

Check that the cooling fan solenoid & it's wiring is ok? It is located in between both fans! There are many reasons for a car heating up! bad thermostat, bad water pump, electrical short, relay short, bad fuse, or the wiring terminals under either a fuse or relay could be corroded. use a multimeter/ voltage meter & check all wiring! also, on 1st gen focus, there is a head temperature sensor on the back of the head located close to the alternator, the wire harness attaches to the camshaft timing cover(usually grey in color-2 wires) by disconnecting the head temperature sensor, the cooling fans will run constantly & can cause damage to alternator, could try disconnecting the A/C FAN & only allowing the coolant fan to run= 1/2 the amp draw?
