Should there be any blinking lights on the
dashboard when the vehicle is off?

Anti-theft system often has an amber light blinking while the vehicle is off with doors locked. If memory serves, my Honda Civic used to start flashing this light even with unlocked doors after some time. Must be vehicle-dependent.
