Wheels and cowling

Car drags entering garage.  Can cowling be removed and smaller wheels
be installed?

Drags on the ground? How would install smaller wheels help?

Trim (cowling) too low if it was removed would need and want smaller tires. Car now has large sporty wheels

By cowling do you mean the chin spoiler? Smaller diameter tires would make the dragging worse. You should look into adding something to ease the transition into the garage. Do you go up hill to the garage or down hill?
