Car Wont Turn Over, Headlights On

My mother in laws 2016 Ford Explorer Limited
wont turn over. I replaced the battery in the key fob,
as it was low this morning. The interior lights and
radio wont turn on but the headlights and taillights
are on.

Sounds like low CAR battery voltage. Have the CAR battery tested or replaced.
