Why isn't my Murano getting the minimum stated MPG as advertised?

I just purchased a 2015 Nissan Murano and the sticker promotes a minimum of 21mpg's. The average combined with highway is advertised at 24. I expect at least the minimum and have not been able to get over 17.3. I am not an aggressive driver and not heavy on accelerating. I drive mostly city and currently have about 600 miles on it. I could have chosen between several different crossovers or Suv models but the gas mileage was my final push. Please help me understand why and if this is really what I can expect. I'm very disappointed with this but feel mislead.Even though it is an AWD the sticker still says 21-28?

Ok thank you Tom, I will continue driving and be patient. I appreciate your response greatly! On a side note how long do you drive before a car is "warmed up"? I drive about 45 minutes to work in the morning and then the same in the evening. Sarah

City driving will drag your average mileage WAY down. Idling kills mileage too. You really only need to warm up the car for a minute or less and then drive it easy until it is fully warm.

On my current new car the mileage went up noticeably after 3,000 miles.

If you take a highway drive you will see the average mileage go way up.
