hi i have 1995 gmc safari van , i started it today ,then it would not shut off the key i had to disconect the battery ,, still cant get key off or out ,,,

You are going to have to get a new igntion switch.

no everything in the safari is all pop and pull.tho there is a could screws under the dash. you will probably have to remove the dash cover but you should be able to get to it from the four screws under the steering column that hold the cover on.
