2015 Toyota Highlander 3rd Row seat stuck in upright position

I believe the cable is either broke or was unseated on the 3rd row 2/3 seat on
passenger side of my 2015 Toyota Highlander. The seat is stuck in the upright
position and when I pull on the strap to put seat back down, nothing happens.  I
would like to know how to fix this myself but don't know how to get to the cable
mechanism.

Push/pull on the seat back while pulling the cord.
