Sometimes when trying to start my 2015 Toyota Corolla S the battery feels sluggish, but it starts. Then after initial start the electronics in the dashboard start flashing bright then dim. At the same time then the horn will go off for 3 or 4 bursts.
Also, possibly related? After sitting overnight or several hours, when I first turn the steering wheel it is stiff. After rocking the steering wheel back and forth about 2 inches each way, it loosens up and works fine.

There is no corrosion on the battery terminals and the power steering fluid is full. The vehicle has had its scheduled maintenance done all at the dealership. Less than 15,000 miles.

The problem was a bad battery. Replaced it and all the problems went away.
