The MyKey that is used in the Ford Escape, who sets the limit on the speed programmed in the vehicle?

When I travel on the hwy for a trip I sometimes get close to 80mph, I keep
getting this "BEEPING" sound when I am close to that mark, I tried to
disable it, but not working. I just purchased this vehicle on Dec. 5, 2016 and
only have one key. I asked the salesman where is the other key and he
says the "lady" was to bring it in. [sure] Was it possible that the dealership
still has it, and they were the one's that set this speed limit?

Doubt that the dealership had anything to do with it. Tell them to get you the other key or you will have me come get it for you. They won't like it if I show up.....
