Will a 1995 Ranger 4.0
swap to an 2003 Ranger
with 4.0 directly without
changing components?

You cannot do a direct swap of a 4.0 push rod engine to a 4.0 OHC engine. You also have the OBD1 vs OBD2 issue and if you overcame all of that your truck would NEVER pass smog inspection.
