High rpms at 60 mph

My husband was driving the truck home last nights
got from work about a 30 min trip and the rpms
were 3000 and he was going 60 mph.  It has been
below freezing for over a week and will continue.

That is high. Either the transmission is slipping or it is stuck in 2nd or 3rd gear. I would check the ATF level but you may need to have a transmission shop check it out.
